Scope for this council

Both current selective designations and the borough-wide additional HMO notice reviewed. Selective address boundaries and converted buildings require council review.

Seven selective wards have two different expiry dates

Use the correct selective phase

Designation 1 covers Furzedown, Tooting Bec, South Balham and Tooting Broadway. Designation 2 covers East Putney, Northcote and West Putney. Both notices have legal maps; a similar postcode or neighbourhood name cannot substitute for the property’s position in the correct boundary.

The current tariff differs by licence type

The fee page updated on 23 September 2026 lists £885 for selective licensing (£529 plus £356) and £1,507 for additional HMO licensing (£903 plus £604). The designation 2 early bird window ended on 1 October 2026. Check the current fee and any other discount criteria before applying.

Flats and converted blocks need separate advice

The legal notice and guidance discuss special converted-building treatment. The ordinary-house checker cannot decide this for a block or flat. Establish which unit is let, its occupiers and any HMO classification with Wandsworth; planning permission is a separate question.

Selective licensing

Wandsworth selective licensing: designation 1

Wandsworth’s first selective designation covers four mapped wards. It began with the borough-wide additional HMO designation in July 2025.

Recorded period: to Exact area needs confirmation

Exact address coverage remains manual. Converted blocks and individual flats need council advice, and additional HMO licensing takes precedence where applicable.

Additional HMO licensing

Wandsworth additional HMO licensing: 2025 designation

Wandsworth’s borough-wide additional designation brings qualifying smaller HMOs with at least three people in two or more households into licensing.

Recorded period: to Borough-wide designation record

The ordinary-house result does not settle flats or Section 257 converted buildings. The notice and current guidance describe special treatment that must be checked with the council.

Areas named in the reviewed designations

Area names help you find the relevant notice. They do not establish that a particular postcode, street or property is inside the boundary.

View the named areas (3)
  • Designation 1: Furzedown, Tooting Bec, South Balham and Tooting Broadway.
  • Designation 2: East Putney, Northcote and West Putney.
  • Additional HMO category: borough-wide.

Before relying on a property result

  • Use the official map for the precise property address and selective phase.
  • Check whether three or four sharers fall under additional HMO licensing first.
  • Keep the licence conditions, fee evidence and the property’s individual expiry in its record.

Exclusions and separate checks

  • Mandatory licensable HMOs use the mandatory route.
  • Management orders, temporary exemptions, Schedule 14 and selective statutory tenancy exclusions require their legal definitions.
  • Do not apply the ordinary-house result to a converted block or flat.

Questions about Wandsworth licensing

Does the second selective area have the same end date as the first?

No. Designation 1 ends on 30 June 2030; designation 2 ends on 31 March 2031. Record the scheme that covers the exact property.

Can three unrelated sharers need a licence outside the selective area?

An ordinary shared house can fall within the borough-wide additional HMO designation. Occupancy, household composition, amenities and any exemption still matter.

Official sources and review

A reviewed source is evidence for the named record. A successful source refresh does not extend a designation or decide your property’s exemptions.
