Three licensing routes to understand
The type of property and its occupiers determine which route to check first. Local designation evidence and exemptions can change the answer.
- Mandatory HMO licensing: start with the national rule for larger shared homes.
- Additional HMO licensing: some councils designate smaller HMOs for licensing.
- Selective licensing: some councils designate rented homes in defined areas, including single-household homes.
When the result needs council review
Flats, converted buildings, unusual arrangements, possible exemptions, unresolved boundaries and older or missing evidence remain manual review. “No requirement detected in available records” is a scoped result, not proof that a licence is unnecessary.
Keep the dates on your individual licence and certificates separate from scheme start and end dates. Confirm the exact property with the council before applying or relying on an exemption.
