- An ordinary shared house with at least three people in at least two households, sharing basic amenities, unless exempt.
Scope, exclusions and separate checks
The ordinary-house result does not settle flats or Section 257 converted buildings. The notice and current guidance describe special treatment that must be checked with the council.
- Mandatory licensable HMOs and Schedule 14 buildings use separate rules.
- Interim or final management orders, temporary exemption notices and the notice’s specified converted-building exception require individual assessment.
