Sandwell additional HMO licensing

Sandwell introduced borough-wide additional licensing on 1 October 2024, bringing smaller HMOs with three or four people sharing amenities into licensing.

Evidence reviewed Recorded period: to Revision 1

Which properties does the designation cover?

The recorded threshold is at least 3 people in at least 2 households, sharing facilities. The checker handles ordinary houses; exceptions and building-specific provisions require council confirmation.

Scope, exclusions and separate checks

The linked designation ends on 30 September 2029. Exemptions and non-standard property types need confirmation with the council; other local duties are not exhaustively covered.

Additional HMO rules reviewed. This is not a complete inventory of all licensing and planning duties.

Fees and the council application

Use Sandwell’s current fee schedule and application process for your property. This record does not infer a fee from another council or a past year. A Rental Licensing subscription does not pay the council, submit an application or grant a licence.

What to do next

  1. Check the occupancy facts and the exact property against the current council guidance.
  2. Read any exemptions, and establish whether a valid individual licence is already held.
  3. Use the council’s process if an application is needed. Keep licensing and planning checks separate.
