Leicester property licensing

Leicester’s designation runs from 10 October 2022 to 9 October 2027. It covers parts of five wards in East, West and South clusters. Current council guidance says ordinary rental homes and smaller HMOs can need selective licences within those areas.

Scope for this council

Current selective notice and its three mapped clusters reviewed. Exact address and numbered street-range confirmation remains manual.

Selective licensing includes smaller HMOs in three mapped clusters

Check the street numbers as well as the street

The notice includes a map and a street list with partial address ranges. The East cluster is in Stoneygate, the West cluster spans Westcotes, Fosse and Braunstone Park & Rowley Fields, and the South cluster is in Saffron. Neither a whole ward nor a whole street should be inferred from a partial listing.

Three or four sharers may use the selective route

Leicester’s current guidance includes smaller HMOs within selective licensing. A property required to hold a Part 2 HMO licence is excluded from this selective notice. Check the exact occupancy and any HMO requirement rather than assuming all small shared homes follow the same additional licensing pattern as other councils.

Prepare the application evidence and both fee parts

The council’s current fee is £1,290, with £1,032 on application and £258 when issued. It requires a fit-and-proper declaration dated within the preceding three months. Read the application guidance for safety and management evidence, and confirm any purchase-related discount eligibility.

Selective licensing

Leicester selective licensing: 2022 designation

Leicester’s selective designation covers parts of five wards in three clusters. Current council guidance includes smaller HMOs within those selective areas.

Recorded period: to Exact area needs confirmation

Only parts of the wards and some streets are included. An entire street name or postcode cannot replace the map and numbered street ranges. Larger HMOs need the separate HMO route.

Areas named in the reviewed designations

Area names help you find the relevant notice. They do not establish that a particular postcode, street or property is inside the boundary.

Before relying on a property result

  • Locate the exact dwelling on the council map and compare any numbered street range.
  • Establish whether a Part 2 HMO licence is required before using the selective route.
  • Keep the licence’s actual conditions and expiry, rather than relying only on the scheme period.

Exclusions and separate checks

  • Part 2 licensable HMOs, registered social landlord tenancies, management orders and temporary exemptions are excluded.
  • Other exempt tenancies and buildings require statutory definitions and council confirmation.

Questions about Leicester licensing

Is every house in a listed Leicester ward included?

No. The designation covers parts of those wards and includes some partial street ranges. Confirm the particular house number and dwelling against the official map.

Can a three or four person HMO require selective licensing?

Leicester’s current guidance says smaller HMOs can be covered in the selective area. Homes that require a Part 2 HMO licence use that route instead. Obtain council advice for unusual arrangements.

A reviewed source is evidence for the named record. A successful source refresh does not extend a designation or decide your property’s exemptions.
