Reading additional HMO licensing

Reading introduced additional licensing on 1 March 2026 for smaller HMOs with three or four occupants forming at least two households.

Evidence reviewed Recorded period: to Revision 1

Which properties does the designation cover?

The recorded threshold is at least 3 people in at least 2 households, sharing facilities. The checker handles ordinary houses; exceptions and building-specific provisions require council confirmation.

Scope, exclusions and separate checks

The published designation ends on 28 February 2031. Section 257 buildings and individual flats have different treatment. This record does not check planning restrictions.

Additional HMO rules reviewed. This is not a complete inventory of all licensing and planning duties.

Fees and the council application

Use Reading’s current fee schedule and application process for your property. This record does not infer a fee from another council or a past year. A Rental Licensing subscription does not pay the council, submit an application or grant a licence.

What to do next

  1. Check the occupancy facts and the exact property against the current council guidance.
  2. Read any exemptions, and establish whether a valid individual licence is already held.
  3. Use the council’s process if an application is needed. Keep licensing and planning checks separate.
