Leeds property licensing

Selective licensing in East, South and West Leeds began on 9 February 2026. The council’s application guidance says licences expire on 8 February 2031. The designation covers parts of six wards, so a ward name alone cannot establish whether a home is included.

Scope for this council

East, South and West Leeds selective scheme reviewed from current council guidance. Only parts of six wards are included; map matching and the linked legal notice need further verification.

The 2026 scheme covers parts of six Leeds wards

A former Beeston or Harehills licence is not enough

The council says the previous Beeston and Harehills schemes ended on 5 January 2025. The 2026 scheme is a new designation, with a new application requirement for eligible homes in its mapped area. Keep old and new licence evidence separate.

Online and paper applications have different fees

The published fee is £1,100 per property or unit online and £1,225 on paper. An online application pays £400 initially and £700 if successful. A conditional £150 Leeds Rental Standard discount applies to qualifying applicants, not automatically to every accredited landlord.

A licence starts ongoing management duties

Read the actual licence conditions and Leeds’s compliance guidance. Keep inspection and repair evidence, track safety documentation and record actions when circumstances change. These are property management tasks throughout the licence, rather than a single application milestone.

Areas named in the reviewed designations

Area names help you find the relevant notice. They do not establish that a particular postcode, street or property is inside the boundary.

  • Parts of Beeston and Holbeck
  • Parts of Burmantofts and Richmond Hill
  • Parts of Hunslet and Riverside

Before relying on a property result

  • Search the official map by exact property address and compare the shaded boundary.
  • Check each self-contained unit and any HMO licence requirement separately.
  • Keep the application acknowledgement, licence conditions and individual expiry in the property record.

Exclusions and separate checks

  • HMO-licensed homes and statutory exempt tenancies may fall outside selective licensing.
  • The guidance describes limited resident landlord, holiday, business, social landlord and family exemptions. Ask Leeds when the definition is uncertain.

Questions about Leeds licensing

Is the whole of each listed ward licensed?

The council specifies parts of the six wards. Use the official property map and boundary, rather than applying the requirement to every address in the ward.

Does my old Beeston or Harehills licence cover the new scheme?

The council’s guidance says the old licences expired on 5 January 2025 and eligible properties need a new application for the scheme that began on 9 February 2026.

A reviewed source is evidence for the named record. A successful source refresh does not extend a designation or decide your property’s exemptions.
