Harrow introduced six selective designations during 2026. Edgware and Roxeth began on 2 May, Greenhill and Marlborough on 6 July, and Wealdstone North and South on 1 September. Each has its own legal notice and map; use the property address to identify the correct one.

Scope for this council

Six wards have three different commencement dates

Keep each ward’s five-year period separate

Edgware and Roxeth end on 1 May 2031, Greenhill and Marlborough on 5 July 2031, and Wealdstone North and South on 31 August 2031. All six are active at this review date. The designation maps, rather than a postcode or an informal neighbourhood name, define their boundaries.

Budget for both council fee parts

Harrow’s current selective fee page lists £686 for administration plus £100 for management and enforcement, a total of £786. It lists the same total for renewal applications. Confirm the current tariff and the application category before paying the council.

The smaller HMO route is not settled here

The previous additional HMO designation was due to end on 5 August 2026. A renewal consultation does not prove that a successor took effect. This catalogue therefore does not publish a replacement additional scheme or clear three or four person HMOs as unlicensed.

Questions about Harrow licensing

Do all six selective schemes expire together?

No. The May, July and September 2026 commencements have separate expiry dates in 2031. Check the notice that covers the property.

Does an HMO need a second selective licence?

The notices exclude properties requiring Part 2 HMO licensing. Harrow advises that a property only needs one housing licence. Confirm the appropriate route and any additional HMO designation with the council.
